MISHNAH: He tied a shiny strip on the head of the he-goat to be sent away⁵⁹Between its horns. and put it next to its departure gate, and on the one to be slaughtered around the place of its slaughter⁶⁰Around its neck, so it clearly would be distinguished from the he-goat chosen for the musaph sacrifice at the end of the service.. He came to his bull a second time, leaned both his hands on it and confessed, and thus he was saying: “Please Hashem, I acted criminally, I offended, I sinned before You, I and my house, and the Sons of Aaron, your holy people.
